In a significant development for skilled immigration, Nova Scotia has initiated a new pathway for Express Entry applicants who can secure job opportunities in the province under two major categories: Healthcare and Construction Sectors.
Nova Scotia, under the new initiative known as Nova Scotia Critical Vacancies Initiatives 2026, has begun sending out Notice of Interests (NOIs) to Express Entry candidates to help them connect with employers in priority sectors who are experiencing labour shortages in the province. The latest update has been labelled under the critical vacancies initiative helping applicants to secure a stable future in the province on priority basis. This initiative is currently focused on two sectors: healthcare and construction.
What are Nova Scotia Critical Vacancies Initiatives and Who are Eligible?
The Nova Scotia Critical Vacancies Initiative, is a dedicated program started by the province to attract professionals, especially Express Entry applicants, under certain employment sectors and help local employers hire them on priority basis. Under this initiative, Nova Scotia has been leveraging the Express Entry system to identify qualified skilled professionals for local employers and hire them for jobs to which they are unable to fill in locally. To be eligible under this initiative, one of the most essential requirements considered is that the applicants must hold an active Express Entry profile to receive an NOI.
However, Nova Scotia has also stated that there is no requirement to have Canadian or Nova Scotia specific work experience. Currently, the province has not listed any specific healthcare occupations being targeted. While under the construction trades sector, six different occupations have been uploaded which are as follows:

❖ 72020 - Contractors and supervisors, mechanic trades
❖ 72104 – Structural metal and platework fabricators and fitters
❖ 72106 - Welders and related machine operators
❖ 72310 - Carpenters
❖ 73100 - Concrete Finishers
The Province has also stated that an NOI is not an Invitation to Apply (ITA) for provincial nomination under the Nova Scotia Provincial Nominee Program (NSNP) nor an endorsement under the Atlantic Immigration Program (AIP). As stated, it is primarily considered a way for the province to connect qualified foreign workers with local employers who have been unable to fill roles domestically.
What Happens After Receiving an NOI?
Eligible candidates who will receive an NOI from the province, are required to provide details about their work, experience, education and qualifications through a designated provincial form, listed as Critical Vacancies on the official Nova Scotia website. The province will then review all the submissions and screen candidates based on the requirements of roles and share them with employers seeking talent. Once the selection process is underway, employers may contact the shortlisted candidates to schedule interviews and potential job offers.
The province has also mentioned that in some cases, as a part of the process, candidates may receive an ITA in their Express Entry account. And if they do not, they may still pursue the immigration pathway that best fits their occupation and eligibility, as a job offer in hand may provide an advantage.

These were the only occupational groups open to both international applicants and temporary residents already living and working in the province.
The province has also mentioned that the workers in other sectors such as natural and applied science, education and manufacturing, may be considered for nomination, but only if they are already residing in Nova Scotia as temporary residents.
Nova Scotia Nominee Program: Evolving Immigration System
Nova Scotia Nominee Program (NSNP) is one of the immigration systems under the Provincial Nominee Program pathway, which enables skilled professionals to immigrate to the province and live, work and settle in the country as permanent residents of Canada. Over the years, the NSNP program continues to evolve its immigration system, to ensure that qualified international candidates can contribute effectively to Nova Scotia’s workforce and economic growth.
In order to strengthen its immigration system, Nova Scotia, announced on November 28, 2025, that the province would be introducing an Expression of Interest (EOI) model for intake under both its provincial immigration programs.
