Ontario PNP: Ontario Plans to Restructure its Immigration Pathways

The Ontario Immigrant Nominee Program (OINP) is set to introduce some of the legal changes to the Ontario Immigration Act (OIA). The proposed changes to be effective from May 30, 2026 include the removal of some of the existing streams along with the introduction of some of the new pathways. 

The proposed plan facilitates the complete overhaul of all the existing streams, introduce targeted draws, and formalise new steps for those whose immigration applications are supported by an Ontario employer. These changes also suggest what Ontario’s immigration authorities are planning ahead for skilled professionals and international students in the year 2026 for allowing them to stay there as residents and later on settle as permanent residents of Canada.  

Streams Overhauled Under Ontario PNP Program

To be effective from May 30, 2026, the OINP has committed to revoke the following categories of applicants for a certificate of nomination which are as following: 

❖  foreign worker category

❖  international student with a job offer category

❖  in-demand skills category

❖  master’s graduate category

❖  Ph.D graduate category

❖  human capital priorities category

❖  French speaking worker category

❖  skilled trades category

❖  entrepreneur category 

However, these changes are still in the proposal form as OINP has still not provided further details on whether these changes are permanent, whether these changes will cover the same applicants or when these news categories will be established. Meanwhile the province has provided a list of new streams they are considering which is structured in two phases which are as follows: 

❖  In phase 1, the province is planning to merge all its existing three Employer Job Offer streams into a single stream with two pathways:

●    For higher skilled TEER 0 – 3 occupations 

●    For higher skilled TEER 4 – 5 occupations 

❖  In phase 2, the province is planning to replace all the remaining streams with the three entirely new ones:

●    a priority healthcare stream

●    an entrepreneur stream

●    an exceptional talent stream 

OINP Program: Restructure and New Regulations

With the restructuring and introduction of new regulations, OINP has also thought of expanding the draw selection criteria which means both targeted and general draws may now be conducted under every immigration stream. In regard to this, the OINP director will now have the ability to decide whether to issue general or targeted invitations to apply for a certificate of nomination. 

With the latest OINP update, the proposed changes will, if made applicable, the director can conduct targeted draws, and will be ranked based on specific labour market and human capital attributes set by the province. However, the rankings would be based on certain factors such as: 

➔  level and field of education and where they have completed their studies

➔  proficiency in official language (either English or French)

➔  intention to settle outside of the Greater Toronto Area

➔  skill and work experience level, earning history, and any other factors relevant to their employment prospects in the Ontario labour and employment market

➔  ability to meet Ontario’s immediate labour market needs or the labour market needs of a specific region of the province 

However, the general draws will be conducted in the pre-existing manner, by ranking candidates in a category according to a program scoring criteria, and issuing ITAs to those with the highest ranking.

Understand Why Ontario’s is Restructuring its Immigration Streams   

With the latest update on Ontario’s plan to overhaul all its existing immigration streams, leaving applicants with a ray of hope of introducing several new streams and pathways to address shortage of skilled professionals all across the region, structural planning and align immigration selection with the province’s long term economic priorities.

With the introduction of targeted draws, applicants have better chances of securing OINP nomination especially for candidates with in-demand occupation, strong education, language proficiency, and regional settlement intentions.

With more focus on language proficiency, skills and work experience level and other factors in employment prospects, and intention to settle outside of the Greater Toronto Area (GTA) lies Ontario’s immigration department's focus to attract professionals with exceptional talents and language proficiency whereas its idea is to promote regional immigration. 

Prospective Immigrants planning to immigrate to Ontraio in search of better employment opportunities, luxurious lifestyle, and better healthcare and educational facilities must closely monitor official OINP announcements and start preparing themselves on increasing their CRS scores which can be done by certain parameters such as:

●    taking language tests

●    learn either English or French as a secondary language

●    gain more international work experience 

Lastly, the latest proposed restructuring update on Ontario’s immigration program marks one of the biggest immigration reforms introduced in recent years. While some of the existing streams may get discontinued with the introduction of targeted and labour specific draws, Ontario is preparing itself to create new opportunities for skilled professionals, healthcare workers, and entrepreneurs who seek permanent residency in Canada.
