IRCC Holds the Fourteenth Express Entry Draw of 2023

The Immigration Refugees and Citizenship Canada (IRCC) recently conducted its fourteenth Express Entry draw of 2023, inviting 4,800 candidates across all programs. With a minimum Comprehensive Ranking System (CRS) score requirement of 486, this draw sets the stage for further immigration opportunities in Canada. Additionally, IRCC has unveiled its plans to introduce category-based selection draws in the near future, targeting candidates with specific attributes that align with Canada’s economic goals.

IRCC’s Fourteenth Express Entry Draw and Score Requirement

In the latest Express Entry draw, IRCC extended invitations to 4,800 candidates from various programs. These candidates were required to meet a minimum CRS score of 486, showcasing their potential to contribute to the Canadian economy and society. This draw, held in June, follows the previous draw on May 24, which invited candidates with a minimum CRS score of 488. Notably, the score requirement for the May draw was higher than the all-program draw in April, which had a minimum CRS score requirement of 483.

IRCC’s Introduction of Category-Based Selection Draws

To further enhance Canada’s economic goals, IRCC has introduced six new category-based selection criteria for Express Entry candidates. These categories focus on candidates with specific attributes that align with Canada’s financial needs. The categories include:

  1. Healthcare
  2. Science, Technology, Engineering, and Mathematics (STEM) professions
  3. Trades, such as carpenters, plumbers, and contractors
  4. Transport
  5. Agriculture and agri-food
  6. Strong French-speaking abilities

IRCC anticipates commencing the category-based draws during the summer, although an exact date has yet to be provided. Candidates hoping to receive an Invitation to Apply (ITA) through these targeted draws must be part of the Express Entry pool. IRCC will rank candidates who meet the category requirements and issue ITAs to those with the highest scores.

IRCC’s Approach in 2023 and Comparison to Previous Years

In 2023, excluding the current draw, IRCC has already invited 49,948 candidates across 13 draws. This number far exceeds the invitations extended between July and November 2022, when IRCC did not hold any all-program draws due to the impact of the COVID-19 pandemic. During that period, 31,000 candidates were invited.

In May, two draws were conducted. The first draw, exclusive to the Provincial Nominee Program (PNP), invited 589 candidates from the Express Entry pool who had received provincial nominations. The second draw, an all-program draw, invited 3,500 candidates with CRS scores 346 (April 12 draw) and 483 (April 26 draw).

March witnessed an impressive number of draws and candidates. Four draws were conducted, inviting a total of 21,677 candidates. Among these draws, three were all-program draws, each inviting 7,000 candidates, while the remaining draw was exclusively for PNP candidates, inviting 667 individuals.

February saw four draws, each targeting specific programs. Three draws were for PNP candidates, while the fourth draw marked the first-ever Federal Skilled Worker Program draws in the history of Express Entry. In January, two all-program draws were conducted, each inviting 5,500 candidates.

Understanding Express Entry

Express Entry is an application management system established in 2015 by IRCC to facilitate the selection of high-skilled economic immigration candidates for permanent residence in Canada. The system employs the Comprehensive Ranking System to evaluate candidates from the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

Candidates are evaluated based on factors such as work experience, occupation, language ability, education, age, and other transferable skills. Those with the highest CRS scores are most likely to receive an Invitation to Apply (ITA) for permanent residence. However, it is expected that IRCC will shift its emphasis from solely high CRS scores to targeting candidates with specific attributes in demand in Canada’s economy.
