    IRCC Sets Eligibility for New PR Pathways for Home Care Worker

    The Canadian immigration authority, Immigration, Refugee, and Citizenship Canada (IRCC), has provided more details about the upcoming Home Care Worker Immigration Pilots (HCWP) program. These immigration pathways are labour market impact assessment (LMIA) exempt and designed to help foreign home care workers find employment opportunities while receiving Canada PR upon arrival. 

    This program will start on March 31, 2025. This article will provide complete details about it and its eligibility criteria for aspiring immigrants. 

    Home care worker immigration pilots - an overview 

    The home care worker immigration pilots offer two distinct streams: 

    • Workers in Canada Stream: This stream is designed for those already living and working in Canada as home care workers. It provides a pathway to permanent residence, recognizing their current contributions to Canadian society. The applications for this stream will be open from March 31, 2025.
    • Applicants Not Working in Canada Stream: This stream is for foreign nationals who have not yet started working in Canada and offers them a chance to gain permanent residence upon arrival. Although no specific opening date has been confirmed, IRCC has stated that it will open later this year.

    Eligibility criteria for HCWP program 2025

    The HCWP has been crafted to be inclusive with lessened requirements in order to draw more candidates from a wide variety of backgrounds. The major requirements are:

    1. Work Experience: The candidates need to provide either:
    • A minimum of six months of recent relevant work experience in home care gained either in Canada or internationally or
    • Six months or more of training in a home care training program.
    1. Language Skills: A minimum Canadian Language Benchmark (CLB) level 4 in English or French. It guarantees that caregivers are able to communicate efficiently in a Canadian healthcare environment.
    2. Education: Applicants should have at least a secondary school diploma or equivalent.
    3. Employment Offer: A full-time employment offer is required, which may come from:
    • A private home, or
    • An employer who hires full-time home care workers directly to offer short-term or intermittent home care services.

    Significantly, employment offers made by employment and recruitment agencies do not qualify under this program. Further, Labor Market Impact Assessments (LMIAs) are not needed to accompany these employment offers, making it easier for employers and applicants to hire.

    What are the conditions for getting job offers? 

    Foreign skilled home workers applying for the HCWP program are required to hold a job offer from any of the following organisations: 

    • Home healthcare service agencies
    • Home care support service agencies
    • Direct care agencies
    • Residential personal care services
    • Pediatric home health care service agencies

    Additionally, job offers from recruitment and placement service providers are not eligible. Along with this, a labour market impact assessment is not necessary to support job offers. 

    Additional eligibility for out-of-status workers 

    Knowing the hardships faced by out-of-status workers, IRCC has widened the scope of the HCWP to include home care workers in Canada without status. 

    The group is provided with limited available spaces, which will allow them to regularize their status and resume their significant work within Canadian communities.

    How do you prepare for the application? 

    Potential applicants are urged to start preparations months before the application window opens. Some steps are:

    • Language Testing: Arrange and take a recognized language skills test to ensure the CLB 4 benchmark is met.
    • Educational Credential Assessment (ECA): Obtain an ECA to confirm foreign educational qualifications meet the standard of a Canadian high school diploma.
    • Job Offer Securing: Meet with potential employers to negotiate a qualifying full-time job offer in the home care industry. 

    Completing these tasks ahead of time puts applicants in the best possible position to submit their applications on time and successfully when the HCWP opens.
