Canada Announces New PR Pathways for Home Care Workers

The Canadian government has some exciting announcements for home care workers at the beginning of 2025. As early as March 31, 2025, Immigration, Refugees and Citizenship Canada (IRCC) will launch new immigration pilots called the "Home Care Worker Immigration Pilots. These programs will offer eligible home care workers access to permanent residency after they immigrate to Canada. For the first time, this brings the country further in support fr caregivers.

What Are the New Home Care Worker Pilots?

The new pilots will replace the previous permanent residence pathways for caregivers, which recently expired. These programs intend to make the process easier and more accessible for home care workers eligible for it.

Who Can Apply?

To qualify for these new pathways, applicants must meet the following criteria:

  • Language Skills: A minimum language proficiency of level 4 on the Canadian Language Benchmark (CLB) scale.
  • Education: A qualification identical to the Canadian high school diploma.
  • Work Experience: Recent and relevant work experience in the home care field.*
  • Job Offer: A full-time job offer for a home care position.

*Note: As of June 16, 2024, applicants under earlier caregiver programs needed just six months of eligible work experience to qualify for permanent residence.

Background on Caregiver Pathways

IRCC initially announced plans for these new pilots in June 2024. Shortly thereafter, the Home Child Care Provider Pilot and Home Support Worker Pilot were closed, creating a temporary lacuna in the spectrum of specialized caregiver immigration programs.

Over the years, Canada has run several caregiver immigration pathways, including:

  • The Live-in Caregiver Program (closed in 2014)
  • The Caring for Children Pilot (closed in 2019)
  • The Caring for People with High Medical Needs Pilot (closed in 2019)
  • The Interim Pathway for Caregivers (closed in 2019)
  • The Home Child Care Provider Pilot and Home Support Worker Pilot (closed in 2024)

Future of Caregiver Immigration

Under the Immigration Levels Plan of 2025-2027, Canada has set aside 10,920 for Federal Economic Pilots, which range from the new caregiver programs to the Agri-Food Pilot to include the Community of Immigration Pilots and the Economic Mobility Pathways Pilot. While the number of spots for the Home Care Worker Immigration Pilots isn't specified as yet, it is indicative of the government's effort to respond to labor shortages and aid foreign workers.
