Five Canadian Provinces Invite Over 7,700 Candidates

    The Immigration Refugees and Citizenship Canada (IRCC) continue its efforts to attract skilled immigrants through the Express Entry System. In the thirteenth draw of 2023, a total of 4,800 candidates received invitations to apply (ITAs) for permanent residency in Canada.

    All-Program Draw

    The draw was an all-program draw, meaning candidates from all three programs managed under the Express Entry application management system were considered. These programs include the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP).

    Minimum Comprehensive Ranking System (CRS) Score

    To be eligible for an ITA in this draw, candidates were required to have a minimum Comprehensive Ranking System score of 488. The CRS Score is calculated based on various factors such as language proficiency, education, work experience, age, and other criteria.

    Express Entry Draws in 2023

    The Express Entry draws in 2023 have shown some variations in terms of the number of candidates invited, the frequency of draws, and the types of draws conducted. The pattern is yet to be established.

    In January, the draws followed the pre-pandemic pattern of occurring every two weeks and inviting candidates from all programs. However, in February, IRCC held four program-specific draws, including the very first program-specific draw for the Federal Skilled Worker Program (FSWP).

    March witnessed an increased frequency of draws, with one draw each week. Over 21,000 candidates were invited throughout the month, marking the second-highest number of ITAs issued in one month in the history of Express Entry.

    April reverted to the pre-pandemic pattern of conducting one all-program draw every two weeks.

    Looking ahead, it is expected that IRCC will introduce draws targeting Express Entry candidates based on specific attributes rather than solely relying on high CRS scores. This change became possible with the passing of Bill C-19 in June 2022, granting the immigration minister the authority to invite candidates who can best support Canada’s economic goals.

    Express Entry: An Overview

    The Express Entry system manages three Canadian economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. Candidates in these programs undergo evaluation based on the Comprehensive Ranking System (CRS).

    The CRS assigns scores to candidates, taking into account factors such as language proficiency, education, work experience, occupation, and age. Candidates with higher CRS scores have a greater chance of receiving an invitation to apply for permanent residency in Canada.

    Canada’s Immigration Goals

    According to the Immigration Levels Plan 2023-2025, Canada aims to welcome over 82,000 new permanent residents through the Federal High Skilled Immigration program (Express Entry) by the end of 2023. This demonstrates Canada’s commitment to attracting skilled individuals who can contribute to the country’s economic growth and development.
