Ontario 2026: Allocation of New Point System for New Permanent Residency Pathways
Nearly 23 days after introducing new pathways for permanent residency, Ontario has unveiled the official point system that will assess and nominate eligible candidates for Canada permanent residency. These newly released scoring criteria will provide greater clarity on how applicants will be evaluated under the Ontario Workforce Priority Stream (OWPS) and its three new immigration pathways.
According to the official statements, the highest ranking candidates will be prioritized to be invited to apply for provincial nomination under the Ontario Workforce Priority Stream (OWPS). It also states, the candidates who are invited to apply will have the opportunity to obtain Canadian permanent residence through the Provincial Nominee Program (PNP).
Let’s Retrace key Events
To understand the current scenario, let us have a quick revision of key events that took place under the Ontario Immigrant Nominee Program (OINP). As mentioned earlier, Ontario Workforce Priority Stream has introduced three pathways which are as follows:
● TEER 0 – 3 Pathways – higher skilled occupations
● TEER 4 – 5 Pathways – lower skilled occupations
● Self Employed Physicians – physicians eligible to bill through the Ontario Health Insurance Plan (OHIP)
Eligible applicants aspiring to apply for provincial nomination for permanent residency under the OWPS, must qualify for one of the three pathways, either as a worker with a job offer from an eligible Ontario employer or as a self employed physician.
It is noteworthy that Ontario's 2026 annual allocation is 14,119 nomination spaces. Of these, approximately 13,278 were used under the old streams before they closed. Only an estimated 840 to 1,400 spaces remain for draws under the new OWPS in 2026 — making early EOI submission critical once the portal reopens later this summer.
However, to be considered for provincial nomination, a foreign national must have an active Expression of Interest (EOI) in Ontario’s online system. And in the case of job offer pathways, the employer must initiate the creation of the EOI. At present, Ontario’s online EOI system is currently closed, but it is expected to re-open later this summer.
Important: Once the employer submits an applicant's job offer through the OINP Employer Portal, applicants are required to register their EOI profile within 30 calendar days. Missing this window of 30 days means the eligible applicant will not be able to participate in the draw cycle.

OWPS 2026: Understand the New Point System
Ontario Workforce Priority Stream (OWPS) has provided certain parameters through which each profile will be evaluated for provincial nomination such as work Region, Occupation skills, salary, education, language proficiency, work experience and several more. As mentioned earlier, to be eligible under this stream, applicants require a valid job offer. Each job offer candidate under the OWSP will receive a score of up to 130 points, whereas Self-employed physicians are scored out of a maximum of 115 points, since the hourly wage factor does not apply to this pathway. The points will be calculated as follows:
1. Work Region
Work region factor is considered one of the prominent factors which allocates maximum 15 points to the point assessment grid. The candidates will be awarded points according to where in Ontario they will be working:

2. Occupation Skill Level
Under the Occupation skill level, candidates are allocated points based on the skill level accorded to their occupation under the Training, Education, Experience, and Responsibilities (TEER) framework in Canada’s National Occupation System (NOC). Under this factor candidates can earn maximum of 9 points, depending upon different TEER categories which are as follows:

3. Compensation
Eligible applicants will also be evaluated on their rate of pay, their hourly income, how much they do earn while working in Ontario. Candidates with job offers can earn maximum 15 points according to different pat scales. However, the bifurcation is as follows:

4. Occupational Category
Candidates are awarded up to 10 points based on the nature of their occupation such as trade, healthcare, transport and agriculture related production occupations. The bifurcation for the point system are:

5. Ontario Work Experience
Candidates evaluated on the basis of Ontario work experience will be allocated points on two major factors:
a) Candidates working at least 6 months in the job offer position
b) Candidates working less than 6 months in the job offer position

6. Canadian Income Tax History
Applicants seeking provincial nomination under the OWPS pathway will also get points, a maximum of 8 points, on the basis of their income tax history. Income is determined on the basis of a Notice of Assessment issued by the Canada Revenue Agency. A clear representation is as follows:

7. Level of Education
Level of education also plays an important part while evaluating profiles for provincial nomination. A maximum of 10 points will be awarded to applicants across different levels of education. The points system under this factor is as follows:

With this level of bifurcation being processed, another point system is being levied on the basis of Canadian educational credentials which assess on the number of post-secondary Canadian credentials. Here, to count the number of post-secondary credentials, a credential must be from an eligible Canadian post-secondary institution, and must be from a program that takes at least one year to complete on a full time basis.

8. Highest Official Language Proficiency
As witnessed, language proficiency plays a vital role in immigrating to a foreign land. Under this system, eligible applicants will be awarded up to 15 points based on their level of proficiency in their highest scoring official language, across all four language abilities (speaking, listening, reading, writing). Language scores are based on the competition of a government approved official immigration language test completed within the past two years. The complete distribution of points are as follows:

9. Temporary Resident Status
With the temporary resident status, eligible applicants can score up to 10 points for having a valid work permit. However, applicants with neither a valid work permit or study permit must still have a legal immigration status in order to qualify for the OWPS. The point system is as follows:

10. Work Experience for Self – employed Physicians
