IRCC Invites 4,800 Candidates in the Thirteenth Express Entry Draw of 2023

The Immigration Refugees and Citizenship Canada (IRCC) continue its efforts to attract skilled immigrants through the Express Entry system. In the thirteenth draw of 2023, a total of 4,800 candidates received invitations to apply (ITAs) for permanent residency in Canada.

All-Program Draw

The draw was an all-program draw, meaning candidates from all three programs managed under the Express Entry application management system were considered. This change became possible with the passing of Bill C-19 in June 2022, granting the immigration minister the authority to invite candidates who can best support Canada’s economic goals.
